以下 is a nominal word meaning "below a certain level, number or amount" (opposite of 以上), and it follows the standard it refers to: 十岁以下, 零度以下, 一百块以下. It also means "the following", used either before a noun (以下内容、以下三点) or at the start of a sentence (以下是我的看法)。

如下 means "as follows" and is typically used as a predicate after the item it introduces (目录如下、内容如下); in formal writing it can also modify a noun (如下内容、如下几点). 以下 means "below/less than" after a standard (十岁以下、零度以下) or "the following" before a noun or at the start of a sentence (以下内容、以下是……). To mean "the content is as follows", 内容如下 is correct, while 内容以下 is not used.
