用法How to use 有关
有关 can be a verb meaning “to have to do with,” normally in the pattern 跟/和/与 + person/thing + 有关. It can also come before a noun to mean “related” or “relevant” (有关问题, 有关人员), and in formal style it can introduce a topic meaning “concerning/about” (有关这个问题……).

When a person is the subject in this everyday sense, use the pattern 跟/和/与……有关; 我有关这件事 is not used.

有关vs关于
关于 is a general preposition meaning “about/regarding” and freely introduces a topic phrase (关于这个问题……). 有关 is primarily a verb/adjective (“have to do with; related/relevant”), used in 跟/和/与……有关 or before nouns such as 有关问题; it can also introduce a topic in formal style (有关这个问题……), but less commonly than 关于.
